Before 1978, Can Gio District belonged to Dong Nai Province, and it was merged into Ho Chi Minh City in that year. In 1979, the city launched a campaign replanting Can Gio forest. Participating force is mostly volunteer youths and re-educated youths. And then, the regenerated forest was divided into several sub-areas allotted to districts in the city to manage, primarily as places to focus improvement. In the end of 1998, the People Committee and District party committee of 11 District allocated sub-area No.15 to Phu Tho Tourism Service Company to set up the investment projects into the Eco-tourism Area (Decision No. 101/QD-UB of 31st December 1998). On the old basis of material facilities and human resources, Phu Tho Tourism Service Company has built a number of new works, but still preserved the natural environment, planted more trees in necessary places.

Can Gio mangrove forest development based on the deposition and raise of silt from lower branches of the Sai Gon - Dong Nai River System to be Long Tau River and Nga Bay River, from Dong Tranh – Nha Be River, and from Soai Rap River.
The environment of Can Gio mangrove forest is very special. This is an intermediary ecosystem (buffer system) between the underwater ecosystem and the terrestrial ecosystem, the freshwater ecosystem and the salt water ecosystem. Being a littoral area with many estuaries, Can Gio mangrove forest receives a large amount of silt and nutrients from the upper reach and valley of rivers. In addition, the influence of sea - tides formed the rich flora of Sac forest, and this is the source supplying food, habitats for aquatic organisms and terrestrial vertebrates.
